The Debate Is Moving from Whether to Export to How to Control Exports<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, the main question was simple: Should Japan export weapons? In recent years, the security situation has changed. China has expanded its military power. Tension has grown around the Taiwan Strait. North Korea continues to develop missiles. Japan has also strengthened defense cooperation with countries such as the Philippines and Australia. Because of these changes, the debate is no longer only about whether Japan should export weapons. It is also about what conditions, rules, and monitoring should apply if exports are allowed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some people believe that all arms exports should be banned. Others believe that defense cooperation with allies and like-minded countries is necessary. In practice, the policy question is not simply choosing one side. The deeper question is how to balance national security needs with duties under human rights law and international law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Questions from the Bible<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bible does not reject national security itself. However, the prophets of the Old Testament often asked whether the power of a nation was built on the suffering of weak people. Isaiah said, \u201cLearn to do good; seek justice; correct oppression; defend the fatherless; plead for the widow\u201d (Isaiah 1:17). Amos said, \u201cLet justice roll down like waters, and righteousness like an ever-flowing stream\u201d (Amos 5:24). The Bible gives special attention to people who are weak or easily harmed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question of arms exports is therefore not only about national interest. We must also ask what happens to civilians after the weapons reach another country. Are their lives and dignity protected? When we discuss security policy, we need to look not only from the viewpoint of the state, but also from the viewpoint of people affected by the policy. This is the kind of question the biblical prophets place before us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. What the Philippines Case Shows<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Philippines is an important security partner for Japan. Because of tension in the South China Sea, there is a reasonable case for defense cooperation. At the same time, international organizations and human rights groups have long raised concerns about civilian harm during security operations, threats against human rights defenders and labor activists, and suspected killings outside the legal process. Therefore, it is not enough to say, \u201cThis country is our partner, so there is no problem.\u201d But it is also not enough to reject all cooperation simply because problems exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What matters is a system that can assess human rights risks continuously and objectively. Responsibility does not end when an export contract is signed. Japan should track how exported equipment is used and regularly check whether it is connected to human rights abuses or violations of international humanitarian law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. How Japan Differs from Europe<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another important issue is the quality of the export control system. Japan already has rules.
